Effective 1 January 2025, Kosovo restricts vehicle imports to cars model-year 2015 or newer. Vehicles older than ten years cannot be customs-cleared or registered with RKS plates. TOPEX filters Encar inventory against this rule before quoting — you will never be offered a car that cannot be cleared by Kosovo customs.

Imported vehicles must meet Euro 4 emissions as a minimum. Practically all Korean cars from model year 2015 onward already meet Euro 5 or Euro 6, so the standard is not a constraint on modern Hyundai and Kia inventory — but it does exclude older Korean diesel stock that would otherwise be inexpensive.

Kosovo customs requires a bill of lading, commercial invoice, certificate of origin, and the Korean export declaration. TOPEX supplies all of these from the Korean side. Your Kosovo clearing agent then files the customs declaration and pays the duty, excise and VAT before the vehicle is released for RKS registration.

Following a 2024 customs reform, Kosovo Customs clears vehicles imported from South Korea on the basis of the declared purchase price, not a reference-table valuation. This means the Encar invoice you receive from TOPEX is the valuation basis — full pricing transparency, no surprise upward reassessment at the border. Duty, excise and VAT are layered on top of the CIF value by your Kosovo clearing agent.
